Caribbean AMO Agents Seize Aircraft Tied to Smuggling Activities

U.S. Customs and Border Protection, Air and Marine Operations (AMO) agents seized an aircraft on Tuesday suspected of having been used for smuggling events.   

During an arrest conducted in the fall of 2021, AMO agents working with Drug Enforcement Administration agents and U.S. Immigrations and Customs Enforcement, Homeland Security Investigation agents detected items in connection with past aviation smuggling events. 

Through investigation of the arrested subject, agents learned an aircraft operated by the suspect had been flown by individuals without valid pilots’ licenses, violating federal aviation laws. 

“This seizure highlights the dedication and diligence of our agents,” said director Air and Marine Operation, Caribbean Air and Marine Branch, Augusto Reyes. “This case has taken months of work, but that effort is resulting in the prevention of potentially dangerous aircraft operation and end to the use of this smuggling vehicle.” 

AMO agents located the aircraft at Cyril King Airport and seized it in accordance with federal law. 

An investigation connected to the aircraft and suspect is ongoing.

UK Home Secretary Orders Wide-Ranging Review of Border Force

The Home Secretary, Priti Patel, has ordered a wide-ranging, independent review of Border Force to assess its structure, powers, funding and priorities to ensure it can keep pace with rapidly evolving threats and continue to protect the border, maintain security and prevent illegal migration.

The review will be carried out by Alexander Downer as an Independent Reviewer. Mr. Downer has a wealth of relevant experience to bring to this review, having previously served as Australian High Commissioner to the United Kingdom and Australian Minister for Foreign Affairs. He is currently Executive Chair at the International School for Government, King’s College London.

The first of its kind since Border Force was set up, the wide-ranging review is expected to take several months to complete. It will ensure the UK government is prepared for future challenges at the border, by identifying change and improvements needed across Border Force’s work on illegal migration, customs and national security to help keep the UK safe, secure and prosperous.

“Border Force officers work tirelessly to protect our borders at 140 sea and air ports right across the UK,” Home Secretary, Priti Patel said. “Since Border Force was set up in 2011, its remit has grown to meet the changing border threats we face, and in recent years has supported delivery of the government’s Brexit commitments and COVID-19 measures. The public rightly expects this work to be carried out to the highest possible standard, which is why I have ordered this review of Border Force to identify ways in which it can keep improving its operations. I have appointed Alexander Downer to do this vital work and look forward to his findings and recommendations.”

Any further details on the review will be set out by the Independent Reviewer in due course.

Russian Bombers Fly Over Belarus Amid Tensions

On Saturday February 5, Russia sent a two long-range nuclear-type bombers on a flight over Belarus as tensions over Ukraine mount.

The Russian Defense Ministry confired two Tu-22M3 bombers conducted a practice session with the Belarusian air force during a reported four-hour mission. The flight came after similar patrols over Belarus, one of the border countries of Ukraine.

European Demonstrators March Against Vaccine Passports

Crowds of people gathered this past weekend to protest vaccine passports that have been mandated in efforts to slow and end the pandemic. Demonstrations took place in Athens, Helsinki, London, Paris and Stockholm.

French Prime Minister Jean Castex is implementing a new COVID-19 pass that is supposed to go into effect Monday, January 24. This pass restricts those who have not taken the vaccine, banning them from flights, restaurants, sports events and other venues, according to reports. “[It] is necessary if we want to preserve and increase our vaccination coverage in the event of new variants,” the Prime Minister said last week.

Swedish citizens gathered around 3000 demonstrators who marched though Stockholm. There, vaccine certificates are required for attendance at indoor events with more than 50 people.

Protests also happened in Helsinki where restrictions included limiting or prohibiting events, online university classes, limiting restaurant service (restaurants can require vaccine passports) and closing venues as needed.

False Alarms at the UK’s Some National Infrastructure Sites set to be Reduced with New Technology

Experts in human, vehicle and object detection, Business Insight 3, has built on its sole UK partnership with Barcelona-headquartered technology provider, Davantis.

Working together, the two organizations have released a ground-breaking product which is set to drastically improve intruder detection while reducing the number of false alarms from security systems at some of the UK’s most important national infrastructure sites.

The product, called DFUSION, is exclusively available in the UK via Bi3 and uses AI to enhance Davantis’ proven machine learning algorithm. In fact, during tests it has been shown to reduce the number of false alarms by as much as 90%.

And now, the exciting technology has secured the prestigious mark of approval from the Centre for the Protection of National Infrastructure (CPNI). Milton Security Opens New Washington D.C. Office

Milton Security, a provider of Threat Hunting as a Service, XDR & MDR (MxDR) SOC Services, announced plans to further expand its U.S. presence with the opening of an office in the Capitol, Washington, D.C. Incheon Airport Selects Smiths Detection in Phase 4 Expansion

Smiths Detection has been selected by Incheon International Airport Corporation (IIAC) to deploy its high-speed explosives detection system (EDS) HI-SCAN 10080 XCT for hold baggage screening at Incheon International Airport (ICN) Terminal 2 as part of its Phase 4 Expansion Construction Project. The contract includes an equipment service agreement.

The expansion is projected to increase ICN’s capacity to allow 29 million more passengers and create 60,000 new jobs. This will make Incheon International Airport the third-largest airport globally.

“The expansion will help Incheon International Airport maintain its competitiveness as a world class aviation hub while establishing an airport-centered economic zone where major industries converge, boosting areas of the airport industry,” said H. The hold baggage screening system, HI-SCAN 10080 XCT features a dual-view dual-energy X-ray line scanner with full 3D volumetric computed tomography (CT) imaging and reconstruction for more accurate analysis, delivering a low false alarm rate. The system offers a high throughput of up to 1,800 bags per hour for a faster and more efficient screening process. Deployed in major airports like Heathrow Airport and Frankfurt Airport, the HI-SCAN 10080 XCT is both ECAC EDS Standard 3 and 3.1 approved and Transportation Security Administration (TSA) certified, the highest defined industry security standards.

A Paris street was closed off Thursday, July 29, 2021, after a car slammed into a cafe and the driver of the vehicle ran away. Several people were injured.

The street was closed out of an abundance of caution to determine what occurred. Police said the incident is most likely an accident but they are investigating.

RSA: Safeguarding the U.S. Freight Rail Industry a Vital Part of S. 2016

Following the passage out of the Senate Committee on Commerce, Science, and Transportation of Senate Bill 2016, a bipartisan surface transportation bill that would authorize $78 billion over five years, the Rail Security Alliance thanked Congressional leaders for prioritizing the security of the United States freight rail industry in the legislation.

The surface transportation bill was introduced by U.S. Sens. Maria Cantwell (D-WA) and Roger
Wicker (R-MS), with Sens. Tammy Baldwin (D-WI) and Jerry Moran (R-KS) sponsoring an amendment to the bill, the Stopping America’s Foreign Enemies Through Rail and Infrastructure National Security (SAFE TRAINS) Act.

Today, the Senate Commerce Committee passed the bill in a vote of 25-3, keeping the SAFE TRAINS Act in the bill through markup. Erik Olson, vice president of the Rail Security Alliance, said, “The leadership of Sens. Cantwell and Wicker and Sens. Baldwin and Moran advances the work that has already been done to ensure that the North American freight rail industry and our critical rail infrastructure is free from foreign threat.” The SAFE TRAINS Act includes key provisions that protect the national and economic security
of the U.S. by ensuring freight railcars are manufactured and built in North America, not by
state-owned enterprises (SOE), as has happened in the domestic passenger rail market. The
SAFE TRAINS Act mirrors legislative language included the INVEST in America Act that was
passed out of the House Transportation & Infrastructure Committee last week.

Chinese state-owned enterprises, including CRRC, are at the forefront of the China military-civil
fusion strategy and have been identified on a Department of Defense list of companies backed
and supported by the Chinese military. It has also been reported that the state-backed company
uses forced child and Uighur labor in its supply chains.

CRRC has made inroads in the domestic passenger rail market by underbidding on railcar
manufacturing contracts for transit agencies from Los Angeles to Boston, reaping $2.6 billion in
contracts, with the majority of funding coming from taxpayer dollars. The SAFE TRAINS Act
prevents this kind of attack in the U.S. freight rail market.

Congressional leaders on both sides of the aisle and U.S. defense experts have spoken out about
the risks of doing business with Chinese state-owned enterprises.

“In a few short years, Chinese state-owned enterprises like CRRC have demonstrated their intent
to take over U.S. manufacturing and supply in key industries through non-market, anti-
competitive practices and mercantilist policies backed by the Chinese Communist Party. It’sbeen shown time and time again that our freight rail industry is at a great risk from these foreign
threats. The SAFE TRAINS Act, included as part of the surface transportation bill, goes a long
way to ensuring rail security in the U.S.,” Olson added
